(a) The Park and Recreation Board shall have the authority to contract for services to be provided by any individual or organization in the opinion of the Board qualified to advise, consult, manage, plan or otherwise assist the Board as to recreation programs, swimming pool operation and management. Such management contracts may be separate, and shall be governed by applicable statutes as to advertising and public bidding, and shall not be for a term of more than one calendar year without prior approval of Council by ordinance.
(b) All contracts shall be prepared by or approved by the Director of Law.
