141.07 RESERVE POLICE FORCE.
   (a)   As provided for in Ohio R.C. 737.051, there is hereby established a Reserve Police Force, also known as an Auxiliary Police Force in the Ohio Revised Code, within the Police Department of the City. The members of such force shall be selected using the same selection criteria that is used for full time officers. Members shall be appointed and removed at the pleasure of the City Administrator.
   (b)   The Reserve Police Force shall operate under such rules and regulations as are promulgated by the City Administrator. Members of the Reserve Police Force shall have full police powers when performing duties in the prescribed uniform and within the rules and regulations of the City Administrator. Members of the Reserve Police Force shall be required to complete all training required of regular police officers.
   (c)   The City Administrator may establish a Traffic Control Unit within the Reserve Police Force. Members assigned to this unit shall be assigned traffic control and similar duties, shall not have full police powers, and shall be required to complete only such training as is required by the City Administrator. Members of the Traffic Control Unit shall not be armed.
   (d)   All members of the Reserve Police Force shall be citizens of the United States, residents of Seneca County, not under twenty-one years of age at the time of appointment, in good health and good moral character.
   (e)   Consistent with appropriations made by Council, the City Administrator shall determine which, if any, items of equipment or uniform will be purchased by the City for Reserve Police Force and Traffic Control Unit members.
   (f)   The City Administrator is authorized to enter into a contract with the Industrial Commission of the State of Ohio, pursuant to Ohio R.C. 4123.03, for the purpose of providing coverage for members of the Reserve Police Force and the Traffic Control Unit under the Worker’s Compensation Laws of the State of Ohio.
   (g)   Members of the Reserve Police Force and Traffic Control Unit shall not be in the classified service of Municipal employees. The criteria for appointment and continued service shall be in accordance with such regulations as the City Administrator may prescribe or alter by amendment with the approval of the Mayor.
   (h)   Total membership of the Reserve Police Force and Traffic Control Units, together, shall not exceed thirty members at any one time.
