(a) The maximum personnel strength of the Police Department of the City shall be composed of the following officers and other employees, who shall receive such compensation as provided by Council:
(1) One chief
(2) Three lieutenants
(3) Six sergeants
(4) Twenty-one police officers
(5) Such other employees as are hired by the City Administrator and for whom compensation is provided by Council.
(b) When a vacancy occurs in the position of below the rank of sergeant, the City Administrator, at their discretion, may determine that for reasons of prudent fiscal management or departmental efficiency it is not advisable to appoint a replacement to fill the vacancy. Such a determination shall be conveyed to Council and Civil Service Commission in writing stating the reasons for the decision within ten days of the vacancy except that Council may by resolution overrule such decision and direct that the vacancy be filled in the customary manner from an eligibility list supplied by the Civil Service Commission. Such resolution by Council may be vetoed by the Mayor and then appropriately considered by Council upon motion to override the veto.
(c) Composition of the Police Department may include such other officers and personnel, or be changed from time to time, as determined by Council.
