(a) Other than as provided below, whoever violates any provision of this chapter or knowingly fails to perform any duty required by proclamation, order or regulation issued and in effect pursuant to this chapter, is guilty of a misdemeanor of the second degree.
(b) Whoever violates any ordered curtailment or restriction of electrical power, natural gas or water as declared in a state of emergency issued under provisions of this chapter is guilty of a minor misdemeanor. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
