149.035 APPOINTMENT OF DEPUTY FIRE CHIEF.
   (a)   Section 149.035 shall only apply if there is no qualified applicant from within the Tiffin Fire/Rescue Division meeting the requirements described in Section 149.032 for promotion to the Deputy Chief position.
      (1)   Notice of the application period shall be given through multiple media sources including, but not limited to, the local newspapers, social media, email, radio, and any other medium useful for delivery of information to the public. Notices shall appear not more than sixty (60) days or less than thirty (30) days prior to the closure of the application period.
   (b)    Applicants for the position of Deputy Fire Chief shall meet the following minimum requirements:
      (1) Be a citizen of the United States.
      (2)    Have not less than ten years of continual experience within a full-time fire department that provides both fire and EMS services with progressively higher levels of management experience consisting of at least two (2) years in an administrative or upper management level fire position comparable to the position of captain or lieutenant.
      (3)   Completion of NIMS/ICS 100, 200, 700, 800.
      (4)   Completion of a Fire Officer III program.
      (5)   Be certified as a Firefighter Level II, Paramedic, and Fire Safety Inspector (CFSI) through the State of Ohio.
      (6)   Be certified as both a Fire and EMS Instructor through the State of Ohio.
      (7)   The candidate must be a graduate of an accredited college or university with an associate's degree or higher in public or business administration, fire science, or other related field.
      (8)   Hold a valid Ohio Driver's License and maintain insurability through the city's insurance carrier.
      (9)   Have no prior felony convictions or pending criminal suits.
         
   (c)    Applicants for the position of Deputy Fire Chief shall submit an application accompanied by all appropriate documentation necessary to prove the applicant's ability to meet the requirements of subsection (b) hereof. All application packets will be accepted and certified by the Civil Service Commission and then the Review Committee. This committee shall consist of the City Administrator, the Human Resources Director, and the Fire Chief. The Review Committee may use any mutually agreeable method to limit the number of final applicants to a maximum of ten persons. The final applicants determined to best meet the City's needs shall complete a written examination as determined by the City Administrator. Those applicants scoring seventy percent (70%) or better will then be tested by an Assessment Process as described in Section 149.032 (e). The applicants will be rated by the Assessment Center Board in a numerical order based upon the results of the Assessment Center Process. If three (3) or fewer applicants are eligible for the assessment center, the ranking will be based on the written test scores only. There will be no efficiency rating or seniority credit awarded regardless of the number of applicants. The names of the three (3) highest ranking candidates shall be certified by the Civil Service Commission then submitted to the Review Committee for interviews. The City Administrator in his or her discretion shall appoint any one of the top three (3) persons certified by the Commission. All other names on the list and the order of their ranking shall remain the confidential information of the Civil Service Commission.

   (d)    The eligibility list shall remain in effect for one year from the date the list is certified as being in effect by the Civil Service Commission.
