All open primary, regular municipal and special elections shall be conducted in conformity with the provisions of this Charter and, to the extent not provided herein, in conformity with the provisions of the general laws of the State of Ohio applicable to the conduct of primary, regular municipal and special elections in general statutory plan cities, with those provisions with respect to nonpartisan candidates and elections being applicable in the case of open primary and regular elections for elected offices.
