The Council may, at any time, order a special election by ordinance or resolution, the purpose of which shall be set forth in the ordinance or resolution and may be the presentation of a question or issue under this Charter or the Revised Code. Such special elections may be held on the dates and at the times fixed by the general laws of the State of Ohio for special elections.
