It shall be sufficient notice to the owner of such wall, building or other structure that the notice in writing be delivered in person by the Chief of the Fire Department or his designated agent with reasonable promptness. After a reasonable effort to locate such owner or owner's agent by a communication by telephone to such owner or agent, record of which is duly made by the Chief, the Chief shall proceed as authorized in Section 1307.01 with the approval of the City Administrator indicated in writing, stating that the condition poses an imminent danger and hazard to the public. Upon such determination by the City Administrator and the Chief of the Fire Department all work may proceed forthwith.
