If any wall, building or other structure shall, from any cause whatever, be in a situation so as to pose imminent danger to persons or property, the Chief of the Fire Department shall immediately give notice in writing to the owner of such wall, building or other structure, or to his agent, to cause the same to be taken down. Situations posing imminent danger shall include but not be limited to those in which it has become necessary to barricade public streets or sidewalks to protect the public from the possibility of falling debris. If such wall, building or other structure has not been taken down within twenty-four hours after such notice is given, the Chief shall cause the same to be promptly taken down at the expense of the owner, the same to be recovered in an action in the name of the City, and such claims to be a lien upon the lot upon which such wall, building or other structure stood.
