The transportation of garbage, refuse, rubbish or other waste material through the streets, alleys or thoroughfares of the City, shall be conducted in such manner as to create no nuisance. The vehicle conveying waste material must be provided with complete coverage of such materials and have a leakproof bed so that any waste material cannot escape.
