All taxes collected for city and administrative purposes shall be paid into the general fund. All monies received from the collection of licenses required by title 4, chapter 1 of this code, and any amendment thereto, or any ordinance hereafter enacted by the city council requiring a license to be paid by any business, occupation and profession or any amendment thereto, and all monies received from fines imposed for a violation of any ordinance of the city not otherwise provided for, shall be paid into the general fund.
