9-5-9: CONNECTION SPECIFICATIONS AND RESTRICTIONS:
   A.   Specifications: Connections to the public sewer shall be made with an inserta tee. In all cases, the installation of the inserta tee shall be according to the manufacturers specifications and a watertight joint must be provided. The installation shall be inspected by City personnel. In areas where special improvement districts have been constructed and inline wyes or inserta tees are already in place, City personnel will be contacted as to its location and the connection for the sewer service will be made.
   B.   Restrictions: All building sewers shall run from four feet (4') outside the building to the public sewer, and shall have a minimum of four feet (4') cover. All joints shall be water-tight, and inspected by the City Engineer, Water/Wastewater Operator, or an authorized agent, prior to backfilling of trenches. The contractor shall supply the City a certificate to be endorsed by the Engineer or authorized agent specifying and attesting to the material used, the watertight nature of the sewer, and connection to the existing sewer as provided in this Chapter. In no case will the contractor be allowed to connect a building sewer to the outlet of a septic tank or cesspool and discharge the water into the public system.
