9-4-1: BASIC SEWER RATES:
Sewer Rates: All owners of buildings connected to the public sewer system are liable for sewage rates. In Residential Zoning Districts, and in all mobile home parks, multi-family structures shall be subject to the minimum sewer charge for each dwelling unit. The rate shall be fixed and established by resolution of the city council. From initial sign up until an average rate is reached, customers will be set up on a household size basis as defined below. The average sewer rate is based upon the water usage for the months of December, January, February and March of the preceding year. The rates are computed each fiscal year and the new rate to be in effect July of each year. If water was not used during the month(s) of December, January, February or March, the sewer rate computation would be made on the basis of any four (4) months of use in the year. A utility customer may petition the city council to amend the determination of the household size/average sewer rate and present evidence in support of the customer's petition. It shall be the duty of each customer to notify the city when circumstances have arisen which result in a change in the designated household size/average sewer rate.
   A.   Customers Receiving Water And Sewer Utility Service:
      1.   First Four Hundred Cubic Feet: The base rate for the first four hundred (400) cubic feet of water flow and usage shall be fixed and established by resolution of the city council.
      2.   Over Four Hundred Cubic Feet: All water flow and usage that exceeds four hundred (400) cubic feet shall be fixed and established by resolution of the city council.
      3.   Household Size Defined: "Household size" is defined as the number of human beings six (6) years or older living in and utilizing the sewage connections, including sinks and toilets, within a unit. Every two (2) human beings under the age of six (6) will constitute one person in determining household size. Household size shall be used to establish rates for commercial and nonresidential rates.
   B.   Customers Receiving Sewer Utility Service Only:
      1.   Fixed Rate: Monthly sewer rate for customers not receiving water utility services shall be fixed and established by resolution of the city council.
      2.   Household Size Defined: "Household size" is defined as the number of human beings six (6) years or older living in and utilizing the sewage connections, including sinks and toilets, within a unit. Every two (2) human beings under the age of six (6) will constitute one person in determining household size. Household size shall be used to establish rates for commercial and nonresidential rates.
      3.   Determination And Notification Of Household Size: The city clerk shall notify each present sewer utility customer of the prescribed sewer charge and the number of the household size as determined by the clerk. The clerk's determination shall be binding upon the utility customer and shall be the basis for the future utility assessment unless and until a sewer customer receives a new determination from the city council.
   C.    Travel-trailer parks will be charged the minimum sewer connection charge, as determined by resolution adopted by the City Council,    per sewer connection ordinances in place. If the travel-trailer park is seasonal, which means connected to the system and shut off for use during a portion of the year, the owner is obligated to pay for no less than one inactive service connection for the travel-trailer park.(Ord. 356-15, 2-24-2015; amd.
