9-3-7: REQUIRED PERMITS:
   A.   Ground Water Noncompliance Permit:
      1.   Obtaining Permit: All persons required to obtain a ground water noncompliance permit within a wellhead protection area shall obtain that permit within one month after the adoption of this Chapter.
      2.   Duration Of Permits: Ground water noncompliance permits must be renewed every three (3) years. Permits shall expire on December 31 of the third year.
      3.   Permit Application: All applications for ground water noncompliance permits must be filed with the administering agency prior to the deadline for obtaining an initial permit or expiration of an existing permit. All applications shall contain a completed ground water noncompliance permit application form, which shall be available from the administering agency.
      4.   Fees: The application fee for a ground water noncompliance permit shall be fifty dollars ($50.00). This fee must be received by the administering agency at the time of the application.
      5.   Permit Issuance: The administering agency shall issue a ground water noncompliance permit upon finding that:
         a.   The permit application is complete; and
         b.   All applicable fees have been paid.
   B.   Permit Specifications: The ground water noncompliance permit shall authorize the applicant to handle regulated substances identified in the application in quantities not to exceed those specified therein. The acceptance of a ground water noncompliance permit shall authorize an agent of the City to enter and inspect the facility subject to the permit. (Ord. 225, 1993)
