9-2-7: FIRE HYDRANTS AND VALVES:
No person, other than an authorized employee of the water department, members of the fire department (when in discharge of their duties), or other person in authority, shall open, close, turn or interfere with any fire hydrant, valve, or curb stop belonging to the water works system.
