7-3-1: USE OF STREETS AND HIGHWAYS WITHIN CITY:
   A.   Streets: The streets within the city shall be used only as a method of transportation and not as a means of recreation. Streets shall only be used to get in and out of the city, and for other necessary travel. (1977 Code § 10.12.010)
   B.   Highways: Highways cannot be used within the city limits, except for a ninety degree (90°) angle crossing. (1977 Code § 10.12.050)
