Recently residents adjacent to construction projects are experiencing discomfort and annoyance from contaminants discharged by reason of construction, and construction work in residential areas is in some instances endangering the property and health of residents adjacent to the construction area, and there exists a present damage and hazard to the public safety and health because of the air contaminants generated by construction in residential areas.
