(a) Written consent from an adult occupant of each dwelling or business shall be obtained for location filming and still photography as follows:
(1) Location filming of three (3) or fewer days- written consent of an adult occupant of at least ninety (90%) of the residences and businesses within two hundred (200') feet of the filming location shall be required.
(2) Location filming of four (4) or more days- written consent of an adult occupant of at least ninety-five (95%) percent of the residences and businesses within three hundred (300') feet of the filming location shall be required.
(3) Still photography for one (1) day - written consent of an adult occupant of a dwelling or business immediately adjacent to or directly across the street from the still photography location shall be required.
(4) Still photography for more than one (1) day- written consent of an adult occupant of at least ninety (90%) percent of the residences and businesses within two hundred (200') feet of the filming location shall be required.
(b) Contact information of a film company representative shall be provided to an adult occupant of each dwelling or business within the designated written consent area, at least twenty-four (24) hours prior to filming activities, so the filming company can be notified of issues arising from the filming.
(c) A site plan including but not limited to the location of filming, staging of equipment, and all vehicle parking shall be submitted with the application. During filming activities, all filming, staging, storage of equipment, parking or other items depicted on the plan, shall occur as shown on the approved plan unless otherwise approved by the Film Liaison. A significant change to the approved plan may require additional consent from affected occupants.
(d) No simulated discharge of weapons, explosions, or sirens shall be used, except when otherwise approved by the Police Department.
(e) Amplified sounds, powered equipment or other audible sounds shall be in compliance with Chapter 21 of Title 5 (Noise).
(f) No filming shall occur in residential zones on the following holidays: New Year's Day, Memorial Day; Independence Day; Labor Day; Thanksgiving Day; and Christmas Day.
(g) Direct services from the City as enumerated in Section 4-8.05(b) during the term of the permit shall be at the applicant's sole cost and expense.
(h) The Film Liaison may impose permit conditions to control impacts of filming including but not limited to parking limitations, security, traffic/crowd control, insurance requirements, performance bonds, indemnity and hold harmless agreements, limits on hours and/or days filming may occur, and other conditions to mitigate filming impacts on surrounding properties.
(i) Location filming requests for multiple locations shall require a separate film permit and payment of associated fees for each proposed location.
