For the purpose of this chapter, unless otherwise apparent from the context, certain words and phrases used in this chapter are defined as follows:
(a) “Current news” shall mean photographing, filming or videotaping for the purpose of spontaneous, television news broadcast, excluding news style television programs such as news magazine shows and documentaries, or reporting for print media by reporters, photographers or cameramen.
(b) “Film Liaison” shall be the designated representative of the City to work directly with the applicant for filming permits, and to handle the processing, issuance, review and collection of all fees for filming permits.
(c) “Governmental filming” shall mean any filming by, and for the use of a public entity.
(d) “Location filming” shall mean and include all activity within the City limits attendant to staging, making, rehearsing, shooting, or videotaping for a commercially produced motion picture, television show, program or commercial. For the purposes of this Chapter, “staging” shall include but is not limited to, the parking of equipment vehicles, placement of generators or other mechanical equipment or lighting, erection of tents and similar temporary structures, placement or storage of miscellaneous materials or items supporting filming, and the parking of more than five (5) passenger vehicles on a public or private street.
(e) “Still photography” shall mean the taking of non-motion pictures for commercial purposes, utilizing equipment in addition to a camera, including but not limited to additional lighting equipment, erection of temporary structures, use of portable generators or similar equipment or other ancillary equipment or services. The following are excluded from the definition of still photography: a photography shoot that will take four (4) hours or less to complete, or a photography shoot that will take place wholly on private property including the parking of any vehicles necessary to the shoot.
(f) “Student” shall mean an applicant who has submitted a letter written on school letterhead signed by a school administrator or instructor stating that the applicant is currently enrolled in a recognized U.S. educational institution and that the film is not for commercial release.
