Sec. 4-3.1204. Sales by dealers.
   (a)   Each bicycle dealer shall register and license each bicycle sold by the dealer in accordance with the provisions of this article.
   (b)   No dealer shall be required to renew a license or register and license bicycles not sold by the dealer.
