Sec. 4-3.1203. Licensing agency.
   The Chief of Police shall be responsible for carrying out the provisions of this article and is hereby authorized and directed to register and license bicycles upon a written application for a license and the payment of the required fee. The Fire Department and bicycle dealers may perform the functions of the Chief of Police with respect to the registration and licensing of bicycles.
