The provisions of this article shall not be construed to prohibit the erection or placing in any highway of mile posts, mile boards, guide posts, or guide boards or the painting, posting, attaching, or affixing of warning signs, notices, or signboards upon bridges, fences, buildings, or other structures belonging to the City with the permission of the City Engineer.
