Except as permitted in Chapter 29, it shall be unlawful for any person, limited liability company, corporation, collective, cooperative or any other entity to manage or operate a retailer facility or non-store front facility which sells, exchanges, barters, transfers, and/or promotes, any cannabis or cannabis products in the City for commercial purpose.
