After considering the matter at a public hearing, the City Council may, by resolution, prohibit or regulate the use or operation of skateboards, bicycles and roller skates in commercially zoned areas or shopping districts, upon any public street, alley, sidewalk, pedestrian way or other public property or right-of-way described in the resolution. The resolution shall contain the Council's findings that the operation of skateboards, bicycles or roller skates causes safety problems or interferes with the use of the described property by pedestrians and/or motorized vehicles.
