In order to assure the City’s continued sound fiscal condition and management, full cost recovery, through the collection of service fees for City services rendered, should be encouraged wherever reasonable. This chapter shall set forth and authorize the charging and collection of miscellaneous fees for City services, when that authorization is not found elsewhere in this code.
