Section 110.3.5 "Lath and gypsum board inspection" is hereby amended by removing the Exception.
Sections 110.7 and 110.8 are hereby added to Section 110 of said California Building Code to read as follows:
110.8 Inspection Clearances
No connections for utility services shall be granted or caused for gas or electrical utilities until all required minimum inspections, including final building, final mechanical, final gas, final plumbing, and final electrical inspections, are conducted and approved by the City and other City departments, including public works, planning, and zoning, or inspections have been conducted and approved by other governmental agencies or City utilities on the building or structure and until there has been full and complete compliance with all the rules and regulations of the aforementioned departments.
Where unusual or hardship conditions exist, and where, in the judgment of the Building Official, no danger of life, health, safety or welfare exists, and upon a written request by the owner, the Building Official may issue a temporary clearance of utility connections for a specific period, not to exceed 30 days.
