Physically disabled persons and persons fifty (50) years of age or older are hereby authorized to operate electric carts on public sidewalks or bicycle lanes within the City; provided, however, any such person who owns an electric cart shall apply to the Chief of Police for a permit and an identification sticker to so operate the cart, and such sticker shall be affixed to the cart in order to operate it upon any public sidewalk or bicycle lane within the City.
