Where notice is required to be given pursuant to this section, it shall be given by mailing or delivery at least fourteen (14) days prior to the public hearing, to each local agency expected to provide water, wastewater, streets, roads, schools, parks or other essential facilities or services to the property or project, whose ability to provide those facilities and services may be significantly affected.
