The tentative tract maps, special use permits, and any and all other entitlements or permits for the development of real property located within the Historic Landmark Overlay Zone may be conditioned by the Commission or Community Development Department in such a manner as to:
(a) Ensure the preservation of the historic landmark or site;
(b) Minimize adverse impacts on the historic landmark or site;
(c) Allow reasonable time for qualified professionals to perform investigations of the landmark or site; or
(d) Preserve for posterity, in such other manner as is necessary or appropriate in the public interest, the valuable aspects of the cultural or historical landmark or site involved.
