Sec. 9-4.1907. Denial for coercive acts.
   The decision-making body may deny any proposed condominium conversion, mobile home park subdivision or mobile home park change of use where there is evidence that tenants have been coerced to publicly support or approve such proposal, or to refrain from publicly opposing it, or to forego any assistance to which they may be entitled.
   It is against the public policy to attempt to avert the provisions of this article by coercing the waiver of any rights or privileges created or protected herein. Any provision of a lease or rental agreement which purports to waive a tenant's rights under this article or which require prior consent to the condominium conversion, mobile home park subdivision or mobile home park change of use shall be null, void and unenforceable.
