The provisions of this article shall not be construed to require the Director of Finance to perform any of the duties given by law to the City Treasurer. The City Manager may, however, appoint the Director of Finance to fill a vacancy in the office of City Treasurer when it occurs, in which case the Director of Finance shall exercise the functions of both offices. The appointment by the City Manager is subject to confirmation by the City Council. Should the Director of Finance be appointed to serve as City Treasurer, the City Clerk shall countersign all checks, bonds, and financial documents issued by the City, which are required by law to be signed by two (2) municipal officers.
