Sec. 2-1.211. Contracts and purchases during emergencies.
   The City Manager is authorized to award and enter into any contract on behalf of the City where the City’s total payment obligation does not exceed Five Thousand and no/100ths ($5.000.00) Dollars or such amount as authorized by Council resolution. In addition, in the event of an accident, disaster, or other circumstances creating a public emergency, the City Manager may award contracts and make purchases for the purpose of meeting such emergency. The City Manager shall file promptly with Council a report showing such emergency and the necessity for such action, together with an itemized account of all expenditures.
