The Council, after due consideration, finds and determines that, due to local conditions, including unusual soil, wind and geological conditions prevailing within the City, the public health and welfare would best be served by requiring that subsection 401.2 be hereby amended to read as follows:
401 Design.
401.2 Wind Loads. Signs and sign structures shall be designed and constructed to resist wind forces as specified in Chapter 23 of the California Building Code.
EXCEPTION: The wind pressure to be used in the design and construction of signs regulated under the Uniform Sign Code shall be not less than twenty (20) pounds per square foot.
