Because of the danger to health from vermin and insects and rodents and because of the danger to the safety of children attracted by junked, abandoned, wrecked, disassembled, or inoperable and unlicensed motor vehicles, such vehicles are hereby declared to be a nuisance, and must meet state requirements for financial responsibility except as provided in § 92.17.
