Sec. 2. Sheriff’s sale.
   The city shall be authorized and is hereby given the right to be designated trustee for the benefit of other taxing entities in any tax foreclosure suit pursuant to state law. Additionally, the city shall be authorized and is hereby given the right to bid on and purchase property for its own benefit at any such tax sale.
