The commission may at any time after the adoption of this Charter establish and maintain a park commission of nine (9) members to serve without compensation and have such powers and duties as the commission may prescribe relative to the planning, building, and managing of parks, playgrounds and swimming pools. Of the members first appointed, one shall be appointed for a term of one year, two for a term of two years and two for a term of three years. Thereafter, each member appointed shall be appointed for a term of three years. Any vacancy during the unexpired term of an appointed member shall be filled by the commission upon the recommendation of the mayor. The city commission may increase the number of board members by ordinance. The chief executive officer shall provide the park commission with the necessary clerical help, office equipment and supplies.
