(A) Monthly charges. Monthly charges for basic collection services (to include garbage, trash, yard waste and brush) shall be established by a resolution passed by the City Commission and shall be published at least 30 days in advance of the effective date.
(B) Charge for collection of unprepared waste. The city may collect and dispose of improperly prepared or unprepared waste such as brush contaminated with garbage and/or debris; however, the owner shall be charged for this collection at the rate established by a resolution by the City Commission and published at least 30 days in advance of its effective date.
(C) Billing; payment of bills.
(1) Charges for garbage, trash and brush collection shall be billed each month at the same time that the city bills its water and sewer customers.
(2) These charges shall be due and payable in the office of the Utilities Department within 15 days of the billing date therefor.
(D) Late charge. Charges for garbage, trash and brush collection not paid by the sixteenth day after the billing date shall be increased by 10%.
