Any qualified voter under Article II, Section 2 of the city desiring to have his/her name placed upon the official ballot for any election may do so by filing with the city secretary a written request for that purpose, signed by himself/herself, at least thirty days prior to the date of said election; provided however, all such persons shall pay to the city secretary a filing fee of twenty-five dollars at the time of filing his/her request.
