Sec. 3. Election of commission.
   The mayor an[d] two (2) commissioners, called “at-large commissioners,” shall be elected by a vote from the qualified voters from the entire city, and each of the four commissioners called “district commissioners” shall be elected by a vote from the qualified voters within their respective districts. Any candidate desiring to run for one of these offices shall so indicate in a written notice timely filed with the city secretary.
   The city shall be divided into four (4) numbered districts. The city commission shall establish the boundaries of each of the districts by ordinance. Whenever the commission shall annex additional land into the city, the commission shall thereafter provide for the inclusion of the annexed land within one (1) or more districts. Not less than once in every ten (10) years, within two (2) years following the date of each decennial federal census, the city commission shall determine the boundaries of each of the districts by ordinance adopted according to law. From time to time, the commission may by ordinance amend the boundaries of the districts when, in the commission’s sole determination, such amendment is necessary so that all districts are drawn and configured to provide equal and fair representation to all citizens of the city.
   In the election of the commissioners for at-large positions, the two candidates receiving the highest number of votes shall be declared elected and the candidate in the election of each district commissioner position receiving the highest number of votes in such district shall be declared elected. In the election of the mayor, the candidate receiving the highest number of votes shall be declared elected.
   There shall be no runoff elections, either for the office of commissioner or for the office of the mayor.
   In the event the election of a commissioner or mayor cannot be determined because of a tie vote, on the first day following the official canvass of the election, the mayor shall call a second election to be held not less than twenty days nor more than thirty days after such order of election to determine the winner between the candidates receiving tie votes. At the second election, the candidate receiving the highest number of qualified votes shall be declared elected.
