Whenever the requirements of this chapter conflict with those contained in another section, the most stringent or restrictive provision shall govern, except that any specific requirements expressed in Ch. 159 or Ch. 160 shall prevail. This exception shall be interpreted and applied liberally to effectuate the purposes of the subdivision and zoning regulations.
