(A) (1)
There is hereby adopted for and by the city a standard code known as the International Plumbing Code, 2021 edition, with appendices and amendments thereto, passed and recommended by the International Code Council, Inc., which code is published in book form and which is referred to incorporated in this section and made a part of this section for all purposes. A copy of such code is filed of record in the office of the City Secretary. Adoption of subsequent amendments, supplement or new edition(s) is automatic upon publication by the International Code Council, Inc.
(2) If there is any conflict between the provisions of the plumbing code and the provisions of this code of ordinances or state law, the provisions of this code of ordinances or state law shall preempt and be controlling.

(B) The Code adopted by this section is amended as set out in this section:
(1) Section 109, Means of Appeal, is amended as follows:
The term “board of appeals” shall be changed in all references to be “plumbing appeals and advisory board.”
(2) Section 109.2, Membership of Board, is amended to read as follows:
(a) Appointment. There is hereby established a board, appointed by the Mayor and confirmed by the City Commission, to be called the plumbing appeals and advisory board, which shall consist of five members.
(b) Membership. The plumbing appeals and advisory board should consist of five members:
(1) A licensed master plumber who shall have been nominated by the Mayor and whose nomination shall have been confirmed by the City Commission;
(2) A licensed journeyman plumber who shall have been nominated by the Mayor and whose nomination shall have been confirmed by the City Commission;
(3) A building contractor who shall have been nominated by the Mayor and whose nomination shall have been confirmed by the City Commission; and
(4) Two residents of the city, both of whom shall not be employed in the plumbing contracting industry or building industry.
A board member shall not act in a case in which he has a personal or financial interest.
(c) Terms. The terms of office of the Board members shall be two years or until their successors are appointed and qualified. Vacancies shall be filled for an unexpired term in the manner in which original appointments are required to be made. Continued absence of any member from required meetings of the Board shall, at the discretion of the applicable governing body, render any such member subject to immediate removal from office.
(3) Section 303.3, Plastic Pipe for Drains and Sewers, is added to read as follows:
Plastic pipe and fittings for draining wastes and vents shall be schedule 40 PVC only.
(4) Section 312, Method of Testing, is added to read as follows:
Low pressure (not in excess of 0.5 psi) gas piping shall withstand a pressure of at least ten pounds of air pressure for a period of not less than 15 minutes without showing any drop in pressure. Higher pressure piping must stand a pressure of at least 25 psi for a period of not less than one hour without showing any drop in pressure.
