Construction activity shall only be permitted within 1,000 feet of any residence between the hours of 7:00 a.m. to 7:00 p.m., Monday through Friday, 9:00 a.m. to 6:00 p.m. on Saturday and 10:00 a.m. to 5:00 p.m. on Sunday and holidays. No construction activity shall be permitted at any other time unless the Police Chief or the Mayor has specifically declared an emergency to exist. The construction hours set forth above shall be resumed when any such emergency is declared to be over by the Police Chief or the Mayor.
