(A) The Water Department, Trash Department, Sewage Department and their appropriate personnel are hereby authorized and directed to bill customers for their water, trash and sewage fees on one monthly billing. If any customer does not pay all three bills in full on any one month’s payment, the departments are directed to apply the partial payment as follows:
(1) First, to the outstanding water bill;
(2) Second, to the outstanding trash bill; and
(3) Third, to the outstanding sewage bill.
(B) If the customer is delinquent in the payment of these bills, the delinquent payment by the customer should be applied as follows:
(1) First, to the outstanding bills up to 90 days in arrears;
(2) Second, to the outstanding bills up to 60 days in arrears; and
(3) Third, to the outstanding bills up to 30 days in arrears.
(C) With any partial payments by the customer, the respective departments are authorized and directed to enforce collection of these fees pursuant to the terms of the outstanding regulations and ordinances already in effect as to the respective charges.
