Each user shall pay a minimum monthly charge in accordance with the following applicable size of meter installed, for which the user shall be entitled to the quantity of water set out in the above schedule of rates.

For use and service rendered by the waterworks system of the city for property outside of the city limits, the foregoing rates and charges, plus a surcharge of 10% will be charged.
