The air raid warning and all clear public signals referred to in § 38.02 shall be deemed to have been described and proclaimed when a copy of the description and proclamation has been published once by posting copies of the description and proclamation in three places in each of the wards of the city. A copy of the proclamation shall be filed at the Office of the Clerk-Treasurer and in the Office of the Chief of Police.
