The Plan Commission shall approve the development plan for a subdivision of land that requires Plan Commission approval, and it is hereby required that no plat, or subdivision of any lot, or any part thereof, or any subdivision that includes dedication of lands for public use, within the territorial jurisdiction of the city, shall be entitled to be recorded with the County Recorder until it has been approved. No subdivision of land shall have any validity until it has been approved in accordance with the criteria of this chapter.
