(A) Subdivision of land is permitted in all zoning districts within the planning and zoning jurisdiction of the city.
(B) Subdivision and development plans, and subdivision plats, shall be required for all subdivisions of land, except exempt subdivisions of land named herein, in all zoning districts within the planning and zoning jurisdiction of the city.
(C) Provided that lands, which are unsuited for development, for any of the reasons stated in this chapter, the Comprehensive Plan or in the City Zoning Ordinance, may not be altered from their present state without a special development plan approved by the Commission.
