§ 150.050 SECONDARY APPROVALS.
   (A)   After primary approval of the plat by the Plan Commission, the petitioner shall proceed to install the improvements required by the primary approval. Provided however, that no installations of infrastructure or improvements may be begun until the developer has complied with all of the requirements of this chapter, the City Zoning Ordinance, the Thoroughfare Plan Ordinance and the Building Code Ordinance, or any special conditions imposed by the Commission, including application for and compliance with any permits that may be required.
   (B)   When the required improvements have been installed and otherwise completed, inspected and accepted by the appropriate agencies, and all terms and conditions of the primary approval have been satisfied, the plat or an approved phase thereof may be granted secondary approval.
   (C)   A notice of hearing is not required for secondary approval (I.C. 36-7-4-710). Provided; however, that Commission action on secondary approval shall be made by the Advisory Plan Commission at a properly constituted public meeting.
   (D)   A plat shall not be filed with the Perry County Auditor and shall not be recorded by the Perry County Recorder unless granted secondary approval by the Plan Commission.
   (E)   Secondary approval shall be certified by the president and secretary of the Plan Commission, in the following format, or in a format approved by the Attorney for the Commission:
