§ 91.48 VACATED PREMISES.
   It shall be unlawful for any person(s) occupying or controlling any lot, building, or structure to vacate the premises prior to removal therefrom all garbage and refuse, or to fail to secure areas, building, equipment, or places against unauthorized access where such access threatens the safety of individuals.
