It shall be unlawful for any person to place, discard, throw, drop or deposit, or cause to be placed, discarded, thrown, dropped or deposited any solid waste on:
(A) Any public street, sidewalk or alley within the town or on any property owned or operated by the town or any other public property except in properly designated receptacles;
(B) Any property not owned by a person without the written consent of the owner, occupant or lessee thereof; or
(C) In any stream or body of water.
